Board of Directors Meeting

December 8, 2014

CALL TO ORDER – President Kevin Johnson called the meeting to order at 6 p.m. at the Rusher home.

Members present:  Jim Colgan, Mark Davis, Ed Heffern, Kevin Johnson, David Miller, Bill Rush, Jan Rusher.  Members absent:  Michael Bennett, Larry Johnson

MINUTES – Jim Colgan moved, David Miller seconded a motion to approve the minutes of the September 15, 2014 board minutes.  MOTION PASSSED.

TREASURER’S REPORT – Treasurer, Bill Rush, presented the following documents:  Balance Sheet as of November 30, 2014; P & L YTD Comparison, November 2014; P & L Budget Overview January through December 2015; P & L Budget Overview January through December 2015.

Bill Rush moved, David Miller seconded a motion to allocate $4,000 to reserve accounts - $3,000 to the Fence Account and $1,000 to Streets & Curb account.  MOTION PASSED

Bill Rush moved, Jim Colgan seconded a motion to keep HOA dues the same, $950, for the 2015 fiscal year.  MOTION PASSED.  The Treasurer will distribute statements.  HOA dues are payable by January 31, 2015. 

Jim Colgan moved, David Miller seconded a motion to grandfather dues for lawn fertilizer/weed control services as previously agreed with the Barlow and Larry Johnson homeowners.  MOTION PASSED

The board acknowledged action taken via email on 10/13/14 to allocate up to $350 to Landmark for mulching at the entry common property.  The motion passed.


                Nominating Committee – Jim Colgan reported the following slate of directors will be presented at the annual meeting of the HOA:  Michael Bennett, Jim Colgan, Kevin Johnson, Larry Johnson, David Miller, Holly Minter, Gil Nickles, Bill Rush and Jan Rusher.  Having asked to step aside from board positions 2015, Mark Davis and Ed Heffern were thanked for their service.

                Gate – Kevin Johnson reported the gate is operating following repair although further repair may be necessary.  For now it is in working order.

                Architectural – David Miller – no report

                Streets, curbs, gutters – Ed Heffern, Kevin Johnson.  Brashears Seal Coating has been out to inspect work done and deemed streets are in good condition at this time.

                Fence – Mark Davis reported several minor issues, repairs have been made and as issues arise continue to repair until such time that the reserve account will support replacing the perimeter fence. 

                Landmark, Lawn America, other common property – Kevin Johnson, no report.


                Previously the board discussed gratuities to our mail carrier, lawn workers, trash men.  It is suggested by the board individual homeowners make such gestures as they see fit.  A friendly reminder/suggestion will be sent to the Homeowners Association via email.


                Jim Colgan reported problems with entry Christmas lighting and his discussion to remedy with Pro Lights who have been very cooperative.  The board recommends problems and changes be addressed at the end of the season with Pro Lights perhaps some older lights may need to be disposed in exchange for new ones.  Board agreed.


                The Annual Meeting of Twin Creeks Villas Homeowner’s Association will be held on Monday, January 12, 2015 at the Hardesty Library, Frossard Auditorium starting at 6 p.m. for arrival and visiting, calling to order promptly at 6:30 p.m.  A reminder will be sent to homeowners by January 1, 2015.

                Following election of the new 2015 Board of Directors, an organizational meeting to elect officers will be scheduled for late January or early February.
